Labourers work in the underground of a fabulous metropolis in the year 2026. They are working for the happiness of the privileged who live in the hanging gardens of the city. An android leads the labourers to revolt.

To get a visual dimension equal to the moral dimension of the film, the crew on Metropolis had to invent a lot of special effects. The Tower of Babel, which was meant to be more than 500 metres high, was made in miniature. The director of photography Eugène Schüfftan developed a system using mirrors, and a large part of the sets were developed using small elements. The motorways and cars were added meticulously. It took six weeks to finalise these shots, where the lighting and the positioning of the cameras were critical.
