Axel Blackman is 20 and has moved to New York where he works for the Department of Hunting and Fishing. His uncle, Leo Sweetie does not like the idea of such a long distance between them and urges Axel to return to Arizona, where he comes from, to work with him. Axel is an indecisive dreamer, but ends up going, a bit against his will. When he is there he meets Elaine Stalker, an elderly widow, and her step-daughter Grace. Torn between these three characters, Axel soon experiences enchantment and disenchantment...

"For his first American film [Emir Kusturica] is happy just to settle down in a foreign land, impervious to any form of standardisation, just like the characters in all his films". (Joël Magny) The excessiveness of America, of its space and its myths, is barely sketched out here and pushed to the margins of the film. Instead of New York skyscrapers and the Arizona desert, Kusturica prefers the intimacy of the characters and situations behind closed doors. "I did not go to the US to make a film. After a couple of years I decided to make a film that would acknowledge my time in the US... The film of a European on the metaphor called the United States". Kusturica films America, but at a distance. The production of Arizona Dream is mainly French: "I was lucky and could make my film in almost the same way as in Yugoslavia". (Emir Kusturica)
