Catalin Mitulescu was born in Bucharest in 1972. He graduated from the UNATC directing department in 2002. 17 Minute întârzieren is his graduation film. He also directed Bucuresti-Wien ora 8:15, selected to compete at last year's Premiers Plans Festival.
